a)         congratulations to the Ōtara Scorpions Premier Mens winning the Sharman Cup finals over the weekend at the Trusts Arena, defeating the Hibiscus Coast Raiders 20 vs 22.

The Ōtara Scorpion Premier Mens Reserve team followed suit winning the Sharman Reserves Grand Final, beating the Mangere East Hawks Reserves 42 vs 14.

Grade Champions results saw the Papatoetoe Pumas take out the U18 boys, and the Otara Rams winning the U17 boys grade.

a)         congratulations to Malia Namulau’ulu, from Papatoetoe Rugby, for taking out Premier Women's Club Rookie of the Year at the Auckland Rugby Awards!

Papatoetoe Premier Womens team won the Plate Final 43 vs 0 against Silverdale.

That the Ōtara-Papatoetoe Local Board:

a)         Margaret Fagasuisui Tuii, a Year 11 student at Aorere College, played for the U16 Samoa team, taking the silver medal in their final against New Zealand at the U16 OFC Women’s Championship, going down 3-0. Despite the score, she played exceptionally well across the campaign, and we look forward to seeing her out on the pitch for her upcoming tournaments.

Approval of a new commercial licence for the Ōtara Market

 

Rosalyn Cowe - Property Manager was in attendance online to speak to the report.

MOVED by Chairperson AR Autagavaia, seconded by Deputy Chairperson V Hausia:  

That the Ōtara-Papatoetoe Local Board:

a)         whakaae / approve a new commercial licence to Ōtara Markets Limited Partnerships to operate an open air-market on Saturdays between 5:00AM and 2:00PM at 1R Newbury Street, Ōtara for a term of five years, noting:

i)               an increase of the operating hours by two hours (12.00pm to 2.00pm) in the new commercial license and;

ii)             additionally, the market footprint will be extended by one row of car parks, to allow for additional stalls.

b)        tono/request monitoring and reporting of the outcomes on Social Returns with reference to the standard clause to encourage the operator to provide access to local performing art groups access to the space made available within the market footprint for such presentations.

c)         tautoko/support the inclusion of a clause on ‘Corporate Social Responsibility’, as well as monitoring and reporting of the results, stating that the licensee will:

i)          endeavour to support and enable Māori and Pasifika people, and the businesses they own, where possible.

ii)         endeavor to support both the council’s zero-waste vision and the council’s commitment to reducing greenhouse gas emissions by both implementing zero waste objectives in conducting the licensee’s business as per guidance outlined by the council and by implementing reduced carbon emission objectives in doing the licensee’s job.

d)         tuhi tīpoka/note that while there is no financial impact from taking over an extra row of carparks, for purposes of more market stalls, there may be a positive effect on the rent when it is reviewed, as the licenced area is increased.

e)         tono/request that following the commencement of the new commercial license, the local board receive periodic updates on the annual operating revenue generated for the Ōtara-Papatoetoe Local Board.

Endorsement of Tāmaki Estuary Shoreline Adaptation Plan within the Ōtara-Papatoetoe Local Board area

 

Lara Clarke - Principal Coastal Adaptation Specialist, Sage Vernall - Senior Coastal Adaptation Specialist and Ignacio Quinteros – Relationship Advisor Resilience and Infrastructure was in attendance online to speak to the report.

 

Resolution number OP/2025/96

MOVED by Chairperson AR Autagavaia, seconded by Member TF Folau:  

That the Ōtara-Papatoetoe Local Board:

a)         ohia / endorse the Tāmaki Estuary Shoreline Adaptation Plan (Attachments A and B), as the plan aligns with the Local Board Plan (2023)’s overarching priority for Climate mitigation and resilience initiatives.

b)        tautoko/ support the inclusion of reference to the two coastal units within the Ōtara-Papatoetoe Local Board area, and the proposed shoreline adaptation strategies that:  

i)          the majority of coastline within the Ōtara-Papatoetoe Local Board area can be managed through a Maintain or a No Action approach.

ii)         Maintain is identified for the coastline of Grange Road to east of State Highway 1 Motorway, Ngāti Ōtara Park, and Highbrook Park to reflect the importance of maintaining access and pathways to critical transport infrastructure and places important to the local community (including Middlemore Hospital, and Ngāti Ōtara marae located in Ngāti Ōtara Park).

c)         āhukahuka/acknowledge the work by officers to prepare the Tāmaki Estuary Shoreline Adaptation Plan.

Local board views on Plan Change 113 - adding trees and groups of trees to Schedule 10 - Notable Trees Schedule of the Auckland Unitary Plan Operative in Part, and to the Notable Trees overlay

 

Resolution number OP/2025/97

MOVED by Chairperson AR Autagavaia, seconded by Member L Kaisara:  

That the Ōtara-Papatoetoe Local Board:

a)        tuku / provide the following views on PC113, which adds 174 trees and 29 groups of trees across the region to Schedule 10, and to the Notable Trees Overlay in the AUP maps.

i)          reaffirm the board’s resolution OP/2025/35 (also referred in Attachment A with the report). 

ii)         tautoko/ support all measures to increase tree cover in the Ōtara-Papatoetoe local area, which has the second lowest tree-canopy cover (9 per cent). Our aspiration is to achieve the desired minimum local board target of 15 per cent canopy cover and Plan Change 113 is aligned with this intent. (Ref. The Auckland’s Urban Forest Canopy Cover: State and Change (2013 – 2016/2018).  

iii)       tuhi tīpoka /note concern that ongoing policy changes such as those through the Resource Management Act (RMA) packages, including Package 4 - Going for Housing Growth programme are examples of the changing regulatory environment leading to incremental, yet rapid changes in the urban environment. A direct consequence of urban intensification for areas such as Ōtara-Papatoetoe, where large parts of the communities live in conditions of high deprivation, the risk of a deteriorating urban-scape continues. 

iv)       tuhi tīpoka /note concern on the adverse impact of climate change, for the local communities, that is higher rates of respiratory issues, stress, and chronic illnesses due to increased air pollution, heat, and reduced mental well-being. 

v)         tautoko/support steps noted in the report to take into account the principles of the Treaty of Waitangi/Te Tiriti o Waitangi as part of the analysis to inform the final decisions. 

b)      kopou / appoint the Chair, Ōtara-Papatoetoe Local Board to speak to the local board views at a hearing on the plan change.

c)      tāpae / delegate authority to local board chairperson to make a replacement appointment in the event the local board member appointed in resolution (b) is unable to attend the plan change hearing.

Local board input into Auckland Council’s submission on the Local Government (System Improvements) Amendment Bill

That the Ōtara-Papatoetoe Local Board:

a)          tuku / provide input to be considered for incorporation into, and appending to, Auckland Council’s submission on the Local Government (System Improvements) Amendment Bill.

 

i)             tautoko/support, in principle, Auckland Council submission to the Local Government (System Improvements) Amendment Bill. 

ii)            advocate for the retention of the four well-beings in legislation to ensure councils remain empowered to deliver comprehensive, community-led outcomes. 

iii)           advocate strongly for the broadening of the definition of core services to include for example environmental protection and restoration, planning, placemaking and homelessness. 

iv)           tautoko/ support the inclusion in the definition of core services libraries, museums, reserves, and recreational facilities, but notes this needs to be expanded to cover all community facilities and reserves recognising the role of the broad range of Council services in community wellbeing and cultural enrichment. 

v)            tuhi tīpoka /note concern on the prioritisation of a limited list of core services noting that this could affect any future proposal, as flagged by the government, to cap rates. 

vi)           tuhi tīpoka /note concern on the proposal for standards to regulate local government which would undermine localism and local decision-making. and take away its decision-making and flexibility. 

vii)         ātete /oppose the proposal to remove the requirement for councils to consider the relevance of tikanga Māori knowledge when appointing council-controlled organisation directors.  The importance of tikanga Māori in governance, particularly in entities that serve diverse communities and manage taonga such as water services, should be recognized.
