Arts Needs Assessment- Papakura Presenter/s: Borni
Te Rongopai Tukiwaho Governance role: Setting direction / priorities / budget Proposed Outcome/s: To provide a draft forecast approach and to discuss potential outcomes for the evaluation plan and understand the board’s relationship expectations. Also to ensure the board’s expectations are fully considered. Attachment/s: Attachment A – Item 1: Final Papakura and Franklin - Arts Needs Assessment – Proposal Summary of Discussion Updated workshop material was provided. Borni Te Rongopai Tukiwaho sought direction on the Arts Needs Assessment approach and potential outcome for the evaluation plan. Borni sought to understand what the main focus for ‘Arts’ would be for the Papakura Local Board. The board provided the following feedback: · What is your definition of arts? Staff
response : There is presence of visual arts however there isn’t much in
the performing arts space in the south Auckland area. Art can be dance,
performance, theatre and music. · Agree, performing arts is an area that needs more focus. · Concern that economics would become a priority driver, members felt the arts emphasis should be more about bringing a community together through the arts. · Agreed with encouraging creatives and creative spaces to understand how they can grow a creative economy to bring people to an area. · Need to encourage self-funding through the economy lens · Papakura Art Gallery is important to Papakura · See a gap in terms of delivery · Have pipe band, brass band, big band that need support. Could bring the bands together to perform together. · Visual art to tell the history is also important. · Some homeless people are artistic. · How do you measure return on investment? Borni undertook to discuss with the team and delivery partners to see if it can be broadened. · The youth theatre at Hawkins Theatre is very good. · Papakura is extraordinarily lucky to have two theatres and an art gallery · Would like to understand how could better support the Off Broadway Theatre more. · Please include Sir Haare Williams in discussions about the Art Gallery. He has had a strong relationship over a long period of time. · Understanding what the opportunities are and how they can be funded. · It will be important to encourage arts groups to find funding elsewhere as the local board has a reducing budget.

Governance role: Oversight and monitoring Proposed Outcome/s: To provide the quarter four update on the 2024/2025 Community Wellbeing Work Programme. Attachment/s: Attachment B – Item 2 Community Wellbeing Quarter Four 2024/2025 Summary of Discussion Staff provided the quarter four update on the 2024/2025 Community Wellbeing Work Programme. The board provided the following feedback: · Hingaia Park Orchard – suggestion staff approach Strathallan School again regarding the maintenance of the orchard. At one point there was a senior school programme where students maintained the orchard. · Sustainable Papakura – a three year funding agreement is coming from the central government with a focus on Waste Minimisation. · The board asked that the Sustainable Papakura town centre garden boxes be moved to a mara kai site. Staff responded that they will be moved to the Redhill Community Centre. · · Is the Central Park stage fit for purpose? Staff responded advising the Central Park stage was designed as a stage to replace an old wooden one, it happens to be a public art piece as well. Action
1. Dominic Lee to find out and advise when the neighborhood patrol group will receive their new vehicles. |

Brylee Drive Reserve (O-tua-uru) and Walter Strevens Reserve - upgrade playground and park amenities Presenter/s:

Governance role: Setting direction / priorities / budget Proposed Outcome/s: To present the concept design for local board feedback, before proceeding to Have Your Say. Attachment/s: Attachment C – Item 3: Brylee Walter Strevens preliminary Concept Summary of Discussion Staff presented an overview on the concept design and sought local board feedback. The local board members provided the following feedback: · Do not support sand play due to health and safety concerns with cats using the the sand play area as a toilet · would like to see park tracks linked to the playground and a pathway down to the sea · Picnic tables need to be wheelchair accessible. · Staging the development may be the option for now due to budget constraints. · opportunities for multi-generational amenities would be preferred. · Concern about bark in the playground area as it spreads everywhere and is dangerous. Preference is for rubber surface under play equipment. · Pickle ball, volley ball and a half basketball courts would be good for Brylee Reserve. · Brylee Reserve is a busier reserve than Walter Strevens. · Brylee Reserve is more visible than Walter Strevens. · Request the roctopus be kept at Brylee Reserve · Brylee Reserve has drainage issues. · The Waiata Shores playground has a pump track. The pump track proposed for Brylee Reserve is probably not required. · Nature play – these parks could accommodate climbing on trees. There are two large eucalyptus trees that were felled that have regrown – they could be felled and used as a play opportunity. · Request for advice for Walter Strevens reserve to accommodate different age groups, including the provision of adult play options. · Request that the Cricket nets on Conifer Grove Reserve be considered in the context of the wider area and adequately maintained. · Request staff explore the possibility of a cricket club being a conduit for a funding application through the Wiri Licensing Trust and Trillian Trust to upgrade the Conifer Grove Reserve cricket nets. Direction: Support the focus being on Brylee Reserve first with the inclusion of a basketball court. Actions: 1. Alex Overwater-Davis and Manuel Raimundo to consider the Cricket nets on Conifer Grove Reserve in the context of the wider area and ensure they are adequately maintained.
