Resolution number WH/2025/88 MOVED by Chairperson K Thomas, seconded by Member R Clow: That the Whau Local Board: a) āhukahuka / acknowledge the significance of this site, Rangimatariki to Te Kawerau ā Maki for its unique location to view the Matariki constellations rising and as an important settlement and food garden, which forms a landmark to pass on cultural knowledge and understanding. b) ohia / endorse the independent commissioner’s report titled “Recommendation on the intention to grant a new lease to the Power Sports Association Incorporated located at 126 Patiki Road, Rosebank Park Domain (Rosebank Speedway) under the Reserves Act 1977” (Attachment A – to the agenda report - Independent Commissioner Recommendation). c) whakaae / grant in accordance with the Independent Commissioner’s Recommendation (Attachment A – to the agenda report) and under section 54(1)(b) of the Reserves Act 1977 a new community lease to Power Sports Association Incorporated on land legally described as Section 83 SO 510769 (126 Patiki Road, Rosebank Park Domain), held by the Crown through the Department of Conservation, vested in Auckland Council in trust as recreation reserve, subject to the following terms and conditions: i) the lease footprint of 43,000m2, and ii) the initial term of the new lease for five (5) years iii) one right of renewal for a further five (5) years iv) rent: $1,300 plus GST per annum v) a requirement to develop a relationship agreement with Te Kawerau ā Maki as kaitiaki of the land, including enabling appropriate cultural access where practicable and mutually agreed (to be appended to the lease) vi) relocation / modification of the gate and fence to enable public pedestrian access to the vegetation outside the lease area in consultation with the Manager Area Operations in Parks and Community Facilities vii) all other terms and conditions to be in accordance with the Reserves Act 1977, the Auckland Council Community Occupancy Guidelines 2012 (updated July 2023), and the Auckland Council standard form community lease agreement. d) tuhi / note that, to protect regenerating native forest, approximately 13,000m2 of vegetation area under the existing lease is not included in the proposed new lease footprint. e) āhukahuka / acknowledge an inaccuracy in the report around the historical background with respect to which council (Auckland City Council, not Waitakere City Council) made the decision in 1962, and thank Lisa Truttman for bringing it to the board’s attention. |

MOVED by Chairperson K Thomas, seconded by Deputy Chairperson F Amosa: That the Whau Local Board: a) whakaae / grant, a new Agreement to Lease to the Western Districts Hockey Club Incorporated for an area comprising approximately 504m2 located at Ken Maunder Park, 34 Binsted Road, New Lynn on the land legally described as Section 1 SO 522140 that is held by the Crown and vested in Auckland Council and 326m² of Part Allotment 258 Parish of Waikomiti that is held in fee simple by Auckland Council (Figure 1), subject to the following terms and conditions: i) term – three years, commencing 1 October 2025 ii) finance condition date – 31 March 2027 iii) works completion date – 30 September 2028 iv) rent: $1.00 plus GST per annum if demanded during the duration of the ATL v) Western Districts Hockey Club Incorporated securing all the necessary funding required to remedy the building defects by the finance condition date of 31 March 2027 vi) Western Districts Hockey Club Incorporated securing all the necessary regulatory consents required to remedy the building defects vii) Western Districts Hockey Club Incorporated completing the required works to remedy the building defects by 30 September 2028. b) whakaae / approve in principle to grant a new community ground lease to Western Districts Hockey Club Incorporated for part of Ken Maunder Park, 34 Binsted Road, New Lynn, part of which is described as Section 1 SO 522140 held by the Crown and vested in Auckland Council and part of which is described as Part Allotment 258 Parish of Waikomiti held in fee simple by Auckland Council (Figure 1), subject to the following terms and conditions: i) all works required to remedy the building defects have been completed, inspected by an Auckland Council senior asset assessor, and approved by the works completion date of 30 September 2028. ii) term – 10 years commencing from the date of approval from Auckland Council of the inspected works with one 10-year right of renewal iii) rent – $1,300 plus GST per annum iv) a Community Outcomes Plan to be negotiated with Western Districts Hockey Club Incorporated and attached as a schedule to the lease approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012 (updated July 2023), and the Auckland Council standard form community lease agreement for a new community lease to the Western Districts Hockey Club Incorporated for an area comprising approximately 504m2 located at Ken Maunder Park, 34 Binsted Road, New Lynn. |

Auckland Unitary Plan – Local board views on the withdrawal in part of Proposed Plan Change 78 - Intensification and draft replacement plan change |

Resolution number WH/2025/93 MOVED by Chairperson K Thomas, seconded by Member S Paterson-Hamlin: That the Whau Local Board: a) welcome this opportunity to give feedback on the withdrawal in part of Proposed Plan Change 78 and the draft replacement plan change. a) tautoko / support the proposed alternative plan change which will align more closely with the Auckland Unitary Plan. b) tuhi tīpoka / note concerns with the limited consultation period for the proposed alternative plan change due to central government timelines. c) tuhi tīpoka / note its consistent support for intensification that is supported with adequate infrastructure. d) tautoko / support 800 metre walkable catchments and associated increased building heights of metropolitan centre zones and rapid transit network stops, noting that this designation includes Avondale, Fruitvale and New Lynn. e) tuhi tīpoka / note the congestion on roads with railway level crossings, particularly on St Jude Street and Fruitvale Road, hinders the success of intensification in those areas f) tautoko / support more intensive development within 200 metres of either side of the Great North Road corridor, noting that a high proportion of this corridor would be in the Whau local board area. g) tautoko / support opting out of the blanket Medium Density Residential Standards, which would result in a reduction in the amount of land zoned for three storey standards for residential Mixed Housing Urban zone. h) tautoko / support an increase in the amount of land zoned Mixed Housing Suburban which enables two-storey medium density housing. i) tautoko / support qualifying matters around inadequate infrastructure, noting that the proposal acknowledges parts of Blockhouse Bay as needing improved wastewater infrastructure. j) tautoko / support stronger controls to manage the risk in areas of natural hazards including the down-zoning of properties that are at the highest risk from flooding and coastal hazards. k) tuhi tīpoka / note the level of storm damage to coastal properties bordering the Manukau Harbour in Green Bay and Blockhouse Bay in early 2023. l) tuhi tīpoka / note particular concerns over the high proportion of flood plains and overland flow paths across the Whau local board area and welcome moves to have greater control over the nature of development in properties subject to those hazards. m) oppose the removal of any maunga view shafts, noting viewshafts in New Windsor and Avondale. n) note the proposal to remove the only heritage area in the Whau local board area, between Rosebank Road and Walsall Street, Avondale, and request that the shops within this heritage area at 19 and 25 Rosebank Road be given heritage status. o) note that the Avondale Racecourse land is currently zoned as special purpose for recreational, and understand that the proposed replacement plan change does not alter this. |

Resolution number WH/2025/95 MOVED by Chairperson K Thomas, seconded by Member S Paterson-Hamlin: That the Whau Local Board: a) welcome the opportunity to provide feedback on the Initial Review of Local Board Delegation Protocols. b) tuhi tīpoka / note that this Review of Local Board Delegation Protocols is timely due to the More Empowered Local Boards programme. c) tuhi tīpoka / note its concern with the processes by which decisions are made with minimum or no local board input, despite such decisions having an impact on local board assets and services. d) highlight ongoing issues with the process requiring Healthy Waters to seek the views of local boards and the wider council group before making decisions on stormwater activities in local parks and community facilities, and request a review of the mechanism of which the local board can ask for the decision to be escalated if it is not satisfied. e) tono / request a review of the Local street environment and town centres section to include protocols recognising local boards role in local place-shaping and creating a local identity within the Auckland-wide transformation programmes, including: i) the inclusion of local outcomes and objectives ii) implementation of priority location plans and sequencing of urban regeneration projects within the plan iii) local board approval of project development plans particularly in the creation of new plazas and civic spaces. f) note the protocols require local board decisions for development plans for local recreation facilities and request that approval of the detailed business case for the Whau Aquatic and Recreation Facility be referred to the local board for a decision. g) tuhi tīpoka / note the 2017 Indicative Business Case for the Whau Aquatic and Recreation Facility included a provision for a 25 metre pool and request staff provide advice on options for a 33 metre and 50 metre pool. h) tūtohu / recommend that the Local Board Delegation Protocols recognise that local boards are the decision-makers for service assets and properties and that any decisions to move a service property to non-service be a formal local board decision. i) tuhi tīpoka / note the delegation process supports efficient service delivery but this is not as effective when council departments have large workloads, an example of which is the Leasing Team. j) consider that one set of Local Board Delegation Protocols for all local boards Is desirable. |

Resolution number WH/2025/96 MOVED by Member W Piper, seconded by Deputy Chairperson F Amosa: That the Whau Local Board: a) whakamihi / thank Watercare for engaging the diverse communities of the Whau Local Board rohe on the Metropolitan Servicing Strategy. b) tautoko / support ongoing planning for a new drinking water source for Tāmaki Makaurau beyond 2040, recognising the long lead-in times required for large-scale infrastructure investment. c) tono / request further investigation into the development of additional dam sites, as well as the potential expansion of Auckland’s existing dams, to ensure adequate future water storage capacity, recognising that approximately 20 per cent of Auckland’s current water supply is sourced from the Waitākere Ranges. d) tautoko / support further investigation into alternative drinking water source options, including purified recycled water and desalination, noting that central government policy does not currently recognise these options as potable water sources. e) tautoko / support adopting new technologies to recycle wastewater and reduce waste, noting that approximately 86 per cent of Auckland’s wastewater is treated and discharged into the Manukau Harbour. f) tono / request investigation into the establishment of a sustainable initiative rebate scheme aimed at reducing pressure on public infrastructure and utilities, while enhancing water resilience, e.g through the use of stormwater retention and rainwater collection tanks. g) tono / request that climate change impacts on river-based water sources be explicitly considered in future source planning, including the need for rain-independent options. h) tono / request enhanced community education and engagement on water efficiency, with a particular focus on demand management and behaviour change. |

Resolution number WH/2025/97 MOVED by Chairperson K Thomas, seconded by Member VG Gascoigne: That the Whau Local Board: a) tautoko / support Auckland Transport’s proposed changes to Rosebank Road to optimise the corridor: i) new eastbound and westbound bus lanes operating both directions 7-10am and 3-7pm, Monday to Friday, between Great North Road and Blockhouse Bay Road. ii) extension of the eastbound clearway times on Rosebank Road approaching the Great North Road intersection, to start at 3pm instead of 4pm. iii) footpath improvements along Rosebank Road and around Roberton Road including broken yellow lines to improve visibility for pedestrians crossing. iv) upgrade of the refuge island to a signalised pedestrian crossing near Layard Street (if feasible). v) amalgamation of the two pairs of bus stops into one pair, from outside 50 Rosebank Road and 11 Rosebank Road, to near Layard Street. Exact locations TBC. This will return some additional parking back to the town centre. vi) implementation of four permanent short-term timed parking spaces on Roberton Road to support business adjacent to the parking. vii) conversion of the taxi stand on Great North Road back to short-term general parking. b) tautoko / support Auckland Transport’s planned Comprehensive Parking Management Plan to address the parking shortfall in Avondale. |

Resolution number WH/2025/98 MOVED by Chairperson K Thomas, seconded by Member R Clow: That the Whau Local Board: a) whakaae / support Auckland Transport’s proposed changes to improve safety on Godley Road and support Auckland Transport proceeding with construction: i) installation of speed cushions along the corridor to reduce vehicle speeds ii) upgrade of existing at-grade zebra crossings outside Green Bay High School with new central traffic islands iii) relocation of the existing zebra crossing outside Green Bay Primary School to the east and removal of the existing refuge islands as per school’s request iv) installation of new side islands by the driveways to improve visibility as per school’s request v) installation of a new bus shelter at the bus stop outside Green Bay High School vi) extension of existing broken yellow lines on Stottholm Road and Castleford Street to improve operational safety. |

Resolution number WH/2025/104 MOVED by Chairperson K Thomas, seconded by Member S Paterson-Hamlin: Restatement b) whakaee / agree that the decisions remain confidential until all buyouts of storm affected land are complete. c) whakaee / agree that the report remains confidential until such time as decisions are made about the future of storm affected land, to reduce the risk of vandalism and other anti-social behaviour on vacant properties. |
