Review of non-substantive Council controlled organisations CCO Governance and External Partnerships |
To ensure the governance model for Council's non-substantive CCOs is appropriate. CCO/2020/21 approved the council undertaking a review of the status of non-substantive council-controlled organisations and the framework for undertaking the review. As of January 2025, Council’s non-substantive CCOs are: · Arts Regional Trust / Te Taumata Toi-a-Iwi · Contemporary Art Foundation · Mangere Mountain Education Trust · Mount Albert Grammar School Community Swimming Pool Trust · Te Motu a Hiaroa (Puketutu Island) Governance Trust

Under the LGA and LGACA the council must regularly undertake performance monitoring of the CCO to evaluate its contribution to meeting its objectives, and the desired results identified in the SOI. |

Some non-substantive CCOs have been exempted from accountability requirements under Section 7(3) of the Local Government Act 2002. CCO/2022/38 included agreement that these exemptions be reviewed by September 2025. |
