3. Planting across the front reserve looks very healthy and well maintained. Our contractors Green by Nature (GBN) are doing a great job to keep the place tidy and plants well nourished.
4. We have asked Green scene to quote for some infill planting in some key areas of the reserve and in particular around the Kaipātiki Campground to assist with delineation of the campground to the edge of the road reserve on Springs Road.

5. Bookings for the campground are tracking steadily, reflecting consistent visitor interest and strong demand throughout the season, with a notable increase over the school holidays.
6. The tiny homes have been performing well over the winter period, attracting a steady flow of visitors with an increase during the school holidays.
7. Pukoro Bach continues to perform steadily, with consistent bookings throughout the season. Visitors have noted the warmth and comfort of the Bach as a key part of their positive experience, particularly during cooler months.
8. Bookings for self-contained sites (SCS) have remained strong throughout the winter period, reflecting consistent demand and continued interest in year-round campground use. This trend highlights the growing appeal of the site’s facilities and its ability to attract visitors even during the off-peak season.
9. September school holiday pre-bookings look good, with the campground busy with visitors.
10. The council will be looking at changing booking systems in 2026. The Campground is supported by council systems for bookings; management will look into the future planning of this and bring option to Te Poari in the near future.
11. In addition, council ICT will be discontinued software that is no longer viable and open to cyber-attack, this change affects our bookings systems. Management is working closely with the council’s bookings team and customer service representatives to ensure the disruption to business is minimal.
12. There is a risk of booking changes/amendments going amiss in the system during the migration process. Our team will work closely with our booking/CSR teams to support them through this process.
13. Kaipātiki has been chosen for a Green Flag award nomination.
14. Green flag award scheme recognizes and rewards well managed parks and green spaces, setting the benchmark standard of recreation outdoor spaces across Aotearoa. The Kaupapa for judging is:
· Ensure everyone has access to quality green and open spaces, regardless of where they live.
· Ensure these spaces are appropriately managed and meet the needs of their local communities.
· To establish good management standards, and to promote and share best practice.
· To recognise and reward the mahi of manager, staff and volunteers.
15. Te Poari management will work be working alongside the judges on the 10 October 2025 and will prepare the site for assessment.
16. Green by Nature will continue to deliver high-quality garden maintenance services under the existing contract, ensuring the grounds remain well-presented and inviting. The full facility contract maintenance is going well.
17. Te Poari management report a few issues with plant maintenance around the stream between the hot pools and Springs Road. We will work with the facility coordinator to get this resolved and tidy.
18. Vandalism and theft of the basket swing at the park, resulted in a new replacement being ordered.
19. Mahana Tiny home presented with mould on the wall in the bedroom, this has been cleaned thoroughly and will be monitored over the next few months.
20. Regular annual electrical testing will be undertaken by our electrician and any faulty or end of life appliances will be replaced if required (for e.g jugs, toasters etc).
21. A paint refresh of Pukoro is due and management are working on prices for re-painting the front deck and window frames. The last paint was done 2019 when the house was refurbished and is due another minor paint.
22. The team are working on a plan for CCTV within the Kaipātiki play landscape area and in the Campground. Management will work on the plan and options and bring it back to the next hui for decision.
23. Green by Nature will continue to deliver high-quality garden maintenance services under the existing contract, ensuring the grounds remain well-presented and inviting.
24. No Health & Safety issues to report.
25. No issues arising.
26. Management will:
a) Support the Green Flag judges on the day of judging
b) Follow up on all scheduled maintenance work for Kaipātiki
c) Manage the campground software changes coming, with the Bookings/CSR teams of council.
d) Continue the planting project within the reserve (Springs Rd)
e) Progress investigation of CCTV on site.

Audit update of financial accounts for the year ended 30 June 2025
1. To consider the Audit Arrangements report and Audit Engagement letter for the annual audit of Te Poari o Kaipātiki ki Kaipara 2024/25 financial accounts by external auditor Moore Markhams.
That the Te Poari o Kaipātiki ki Kaipara:
a) tāpae / delegate authority to the Chair to sign the Audit Engagement letter (Attachment A)
b) tuhi tīpoka / note the Audit Arrangements report (Attachment B)
2. The financial statements of Te Poari o Kaipātiki ki Kaipara (Te Poari) are the responsibility of Te Poari. Te Poari is responsible for:
· ensuring that it keeps accounting records which at any time disclose with reasonable accuracy the financial position of its operations
· establishing and maintaining an internal control structure
· preparing financial statements which present fairly, in all material respects, Te Poari’s financial position and performance
· ensuring Te Poari complies with laws and regulations applicable to its activities and safeguarding of its assets.
3. The audit of performance report does not relieve Te Poari of these responsibilities.
4. In accordance with the Ngāti Whātua o Kaipara Claims Settlement Act 2013, Schedule 2 clause 9, Te Poari is a public entity and therefore subject to audit under the Public Audit Act 2001. At the hui on 30 August 2024, Te Poari agreed to appoint Moore Markhams as auditors for the 2024, 2025 and 2026 financial years.
Scope of Audit
5. The audit opinion provides reasonable assurance to Te Poari members that the financial performance reports are free of material misstatements and comply with generally accepted accounting practice in New Zealand.
The procedures used to form an audit opinion include examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial statements. It also includes evaluation of accounting policies and adequacy of internal control structure to gain an understanding of the accounting system as a basis for the preparation of the financial statements.
Audit Engagement letter
6. Attachment A includes the audit engagement letter.
7. Te Poari is required to sign the audit engagement letter as a matter of standard audit practice. This letter engages the external auditor Moore Markhams to carry out the audit on behalf of the Auditor-General as per requirements of Public Audit Act 2001.

Kaipātiki term highlights
1. To celebrate and acknowledge some projects and activities of Te Poari o Kaipātiki ki Kaipara over the last term (2023-2025).
That the Te Poari o Kaipātiki ki Kaipara:
a) tuhi tīpoka / note the highlights of activities at Kaipātiki over the last term (2023-2025).
2. During this last term from 2023 through to late 2025, Te Poari has initiated and completed a number of projects and activities. This report briefly describes some highlights over this period.
3. On 21 June 2024 Te Poari adopted its long-term budget 2024-2034 as agreed with the Auckland Council. The budget enables Te Poari to carry out work towards the overall vision expressed in the Kaipātiki Reserve Management Plan:
“Kaipātiki provides a unique experience that harnesses the healing qualities of the geothermal spring and reflects Ngāti Whātua o Kaipara and local community values”.

4. The activities and
projects set out below are a snapshot of the mahi of Te Poari over the
2023-2025 period and support a number of the management principles described in
the Kaipātiki Reserve Management Plan. Some activities
and projects support multiple management principles at the same time. The
management principles are:
5. Over the period Te Poari have continued ecological plantings across Kaipātiki, particularly across the front of the reserve. To date near [45,000] native trees and plants have been planted across the reserve. These natives are thriving.
6. On 21 June 2024 Te Poari approved the funding and implementation of a halo project to support pest control at, and around, Kaipātiki and in conjunction with the local community and local partners.
7. There have been highly successful summer activations at Kaipātiki alongside Ngā Maunga Whakahii Development Trust. As partners we have worked together to host free “Movie in the Park” events for local whānau (Attachment A). These events saw many whānau from Ngāti Whātua o Kaipara and the local community attend and each included a movie, family activities and foodstalls.
8. At Te Poari’s hui of 15 November 2024 a package of signage styles and designs for Kaipātiki was approved. Work is continuing on the text for the signage.
9. During 2024 Te Poari hosted a first nation Indian delegate from California (Cristina Snider Ashtari) and provided her with kōrero on Kaipātiki co-governance and a gift from Te Poari.
10. In this period Te Poari has initiated a project to design how the ANZAC memorial space might be preserved and developed and to consider long-term preservation and recognition of other heritage assets at Kaipātiki. Te Poari has worked alongside the local Returned Services Association (RSA) to hold dawn ceremonies at Kaipātiki in each year. Te Poari has also begun a project alongside the RSA to ensure that local Māori service men and women are properly recognised at the cenotaph.
11. A direction from Te Poari was to increase reach to visitors through the communications and engagement channels. Increasing social media presence via Facebook and advertising in the local newspapers when events are occurring have been tactically initiated. Within six months the social media followship has increased from zero followers to 700.
12. In December 2024 two new tiny homes (Te Kopua & Te Tino) were opened. In addition, 10 new self-contained vehicle hard stands were re-built to cater for our motor home travellers. These accommodation offerings are now well used by visitors to Kaipātiki.

13. An aim of Te Poari is to support and procure local contactors into the maintenance and other contracts for Kaipātiki. In this period Te Poari procured services and business from various local contractors including planting and vegetation management for example.
14. Te Poari was proud to see the whakawātea opening by tangata whenua of the Wāhi Tākaro / playspace at Kaipātiki in July 2024. This included a special opening event and a video on Kaipātiki co-governance. This has been a major success and is becoming a regional and local asset.

15. The Wāhi Tākaro is award-winning. Te Poari management, in collaboration with Resilio Studios, entered two applications for the annual Recreation Aotearoa, national Green Pavlova Awards. Te Wāhi Tākaro o Kaipātiki was honoured with the Healthy Park Award, recognising its commitment to promoting health and wellbeing through its design and amenities. In addition, the Play space received a merit endorsement in the Playground of the year category for projects exceeding $500,000. These accolades reflect Te Poari and the team’s dedication to creating inclusive, culturally engaging, and sustainable recreational spaces for the community.

1. To schedule the next hui of Te Poari.
That the Te Poari o Kaipātiki ki Kaipara:
a) whakaae / agree the next hui date.
2. The Auckland Council will be making new appointments to Te Poari in the months following the election in October 2025.
3. It is proposed that Te Poari schedule its next business hui date in early December 2025 or in February or March 2026.
